School districts throughout California are mandated
by the state to publish annual School Accountability Report Cards.
To date, more than fifty facts and figures about students, teachers,
test scores, resources, and school facilities are required. Is

(ESEA) enacted in 1965, both federal and state laws require Title
I designated schools to inform parents and the community how well
the school is performing. As stated by the California Department
of Education, the school must "Indicate whether a school is designated
as a Title I Distinguished / Achieving School, whether the school
has been identified for the Title I program improvement (PI), and
whether the school has met the criteria for exiting Title I PI."
Furthermore, on January 8, 2002, the president signed into law the
No Child Left Behind Act (NCLB), a reauthorization of the ESEA.
This law has placed an ever-increasing emphasis on school accountability
and reporting for every school in the nation.
There is a long timeline
of relevant SARC laws. Through the course of this timeline, compliance
has been formed to include many facets. In sum, compliance requires
the following:
- Each SARC must provide numerous sets of data, many of
which span over a three-year period.
- The data must be effectively explained so that it is
understandable and easy to read.
- Principals must provide descriptions concerning many
aspects of their school.
- Schools must distribute their SARCs to ensure that each
parent receives a copy. Distribution must be in both printed form
and online for those schools with Internet capabilities. Moreover,
the SARCs must be distributed in all applicable languages.
